A Supervisory Control & Data Acquisition (SCADA) system and a Telecommunication system

are integrated to a Remote Control & Communication (RCC) system which is utilized for the control, monitoring and operation of the overall pipeline.

This system consists of the following main parts:

Control Center

Consists of all the Man Machine Interface equipment , including  servers, operators work stations, printers on a local area network, as well as a push button console. Control Center  is located in the control room of the existing Main Control Building of HEL.PE./AIC refinery. There is also a Leak Detection System based on a Advanced Application Software (real time modeling) running on a dedicated server which is also appropriately integrated with the SCADA system.

Remote Terminal Units

A number of Remote Terminal Units (RTUs) are established along the pipeline up to the receiving station in the airport. RTUs are used for Data collection and  control of the local facilities.

Communication Management System

System perform communication between RTU’s and MMI using 100MB LAN Network, ensuring fast and time-stamped data transmission.

Leak Detection System

Leak Detection System is also interfaced with SCADA system and  flow computers monitoring pipeline for possible leaks.

Fiber Optic Network

Data and Voice transmission  from/to the RTUs to/ from the control room is performed by a fiber optic network.This communication network is backed up using OTE metro Ethernet line connected in both ends, while another line is used for the direct data communication of both Control Rooms in the refinery and the airport. Additionally a direct phone communication  line via fiber optic is used for both Control Room’s. Data monitoring is also available in the Airport Control Room.

Metering System

SCADA system is also interfaced with both Refinery and Airport metering stations (Accuload IV flow Computers)  by serial link.
